Country overview

Start with the Role, Employer and Business Purpose

Singapore has distinct pathways for professionals, innovative founders and qualifying investors, alongside a separate permanent-residence framework. The correct option depends on the real role, employer profile, remuneration, qualifications, business model and applicant track record.

Incorporating a Singapore company does not itself give a foreign owner permission to work. The business, position and pass application must each meet the applicable requirements.

A work pass and permanent residence are separate decisions.

Employment, founder or talent status can support a life in Singapore, but permanent residence is assessed separately by the Immigration & Checkpoints Authority on the complete circumstances.

Pathway details

Match the Pass to the Applicant and the Singapore Entity

A strong Singapore application connects the applicant's genuine role, compensation and qualifications to an employer or business that is ready to support the pass and meet ongoing obligations.

Employment Pass

The Employment Pass assessment considers the applicant's salary and profile and, for most applications, the employer and candidate factors under COMPASS. Exemptions and sector-specific salary settings must be checked under current rules.

The role should be commercially credible for the employer's scale and operations. Qualifications, experience, remuneration and job description should tell a consistent story.

EntrePass

EntrePass is not intended for every small business or consultancy. The company and founder should fit the current innovation, intellectual-property, funding, incubator, research or track-record criteria.

Renewal depends on continuing business and, at later stages, current spending and local-employment requirements. The business plan should be realistic enough to support future milestones.

Founder-Led Employment Pass Planning

A founder is assessed under the relevant Employment Pass requirements rather than a separate founder visa. The company, role, remuneration and applicant profile should form a commercially credible case.

Company registration alone is not enough. The business should be able to show genuine operations, resources and a real need for the proposed role.

Global Investor Programme (GIP)

GIP is not a passive entry route for every investor. Eligibility, investment structure, business history and economic contribution are assessed under detailed criteria administered by the Singapore Economic Development Board.

Immigration eligibility and investment risk are separate. Applicants should complete independent commercial, legal and tax diligence before committing funds.

Permanent Residence Planning

Permanent residence is discretionary and separate from work-pass approval. Career, family, residence history, economic contribution and wider circumstances may be considered.

Holding an Employment Pass or incorporating a company does not guarantee permanent residence. The application should be assessed on the complete circumstances.

Eligibility & evidence

Show a Credible Role, Employer and Applicant Profile

Applicant

Support the professional case.

  • Education and employment history
  • Salary and professional achievements
  • Founder, investor or talent track record
  • Identity and family documents
Singapore entity

Support the business case.

  • Operations, customers and financial capacity

Company registration is only one part of the evidence. The entity must also support a genuine role, credible operations and the pass-specific employer or business requirements.

A dependant who wants to work may require a separate work pass or applicable authorization. Schooling, healthcare, National Service implications and permanent-residence strategy should be reviewed for the whole family.
